You could avoid that and similar common scenarios. An Ecological Risk Assessment report produced before you buy the site, or start applying for planning permission, would inform you what ecological liabilities you are at risk from and what would be involved in potentially addressing those issues.
If there are no significant ecology risks, the Ecological Risk Assessment report could be submitted to the planners when you apply for planning permission – pre-empting any requests for ecology surveys and saving potential delays from ecology later on in the process.
